California's Zone 0 regulation targets the most critical 5 feet around your home — the strip where embers land, accumulate, and ignite combustible materials during a wildfire. The California Board of Forestry and Fire Protection approved the final Zone 0 regulations on August 19, 2026, on a unanimous vote. The rules are currently under review by the Office of Administrative Law and are expected to take effect by the end of September 2026.

The regulation is specific: where a fence or gate attaches to the house, or comes within one foot of it, a 5-foot span of noncombustible material is required. "Noncombustible" is defined as material that passes the ASTM E136 standard test — steel, aluminum, iron, masonry, and concrete all qualify. Wood, vinyl, and composite do not, regardless of fire-retardant treatment claims (though Fire Retardant Treated Wood meeting ASTM E84 has limited exceptions under San Diego County's local code).

A wood fence running along your side yard and connecting directly to your house wall is the exact scenario this rule targets. Research from the Insurance Institute for Business & Home Safety (IBHS) and post-fire investigations — including the 2025 Los Angeles fires — consistently identify attached wood fencing as a primary structure-ignition pathway. The fence ignites from embers, the flame travels along the fence line, and the fire reaches your house through the connection point.
A noncombustible gate at that connection point breaks the pathway.
Zone 0 applies to all properties in State Responsibility Areas (SRA) and Very High Fire Hazard Severity Zones (VHFHSZ) within Local Responsibility Areas. In San Diego County, over 817,000 acres are now classified as "Very High" — up from 646,838 acres under the previous 2011 map.
Affected San Diego neighborhoods and communities include Santee, Lakeside, Ramona, Alpine, Poway, Rancho Santa Fe, Scripps Ranch, Tierrasanta, Rancho Peñasquitos, 4S Ranch, Del Cerro, San Carlos, Navajo, parts of Mira Mesa, and large sections of unincorporated East County.
Heartland Fire & Rescue, which covers the Santee area where our shop is located, has published updated Fire Hazard Severity Zone maps effective March 2025.
Acres now classified as Very High Fire Hazard Severity.
San Diego County is ahead of the state. The San Diego County WUI Code §604.12.1 took effect on April 2, 2026 and already requires noncombustible materials in Zone 0 for properties in unincorporated areas. This means homeowners in unincorporated Lakeside, Ramona, Alpine, Jamul, and other East County communities are already subject to Zone 0 requirements — not waiting for the state rule.

3–4 ft wide
The most common Zone 0 gate. A 3-foot to 4-foot wide gate installed where a side-yard fence connects to the house. Vertical pickets, no horizontal rails on the exterior face, self-closing hinges, and a gravity or magnetic latch. This is the minimum-cost, maximum-compliance option — one gate, two posts, fire pathway broken.

4–5 ft wide
Wider than a standard walk gate — 4 to 5 feet — to accommodate garbage cans, yard equipment, and wheelbarrow access. Side yards in San Diego are often narrow (3 to 5 feet between the house and the property line), so the gate must be sized precisely to the available space. Custom fabrication handles this; prefab kits do not.

Single, dual or slide
If your driveway gate is wood and sits within 5 feet of the house or garage, it falls under Zone 0 requirements. A noncombustible driveway gate — single swing, dual swing, or slide — replaces the combustible connection. Driveway gates are larger and more complex than pedestrian gates, but the same in-house fabrication advantage applies: we build to your exact opening width and height without prefab size constraints.
The Zone 0 regulation defines noncombustible as material that passes ASTM E136 — the Standard Test Method for Behavior of Materials in a Vertical Tube Furnace. In practical terms, this means:
Steel, iron, and aluminum pass. They do not ignite, do not contribute fuel, and do not sustain combustion under the test conditions. These are the standard materials for Zone 0 gates.
Wood does not pass, regardless of treatment. Fire Retardant Treated Wood (FRTW) has limited exceptions under San Diego County's local code for parallel fencing (not gates), but it does not meet the ASTM E136 noncombustible standard.
Vinyl and standard composite do not pass. They melt and produce combustible gases under heat exposure.
Every business between the steel supplier and your side yard adds a margin. We removed them — the gate is cut, welded, finished and installed by one company, out of one building in Santee.
We cut, weld, grind, and assemble every gate in our own facility at 10560 Kenney Street in Santee. There is no outsourced fabrication shop adding a margin. There is no distributor between the steel supplier and the finished product. The welder who builds your gate works in the same building as the installer who mounts it. That direct line from raw material to installed gate is where the cost savings come from.
Prefab Zone 0 gate kits are manufactured to fixed sizes and sold through distributors at retail pricing. If your opening is 38 inches, you buy a 36-inch kit and modify it, or a 42-inch kit and waste material. Either way, you pay the manufacturer's margin, the distributor's margin, and then the contractor's markup on top.
